In spite of this fact, already in 2005 (when the annual production growth index made up some 5.5%) some experts forecasted the coming soon (within 1-2 years) decline in production growth and even turning towards a lame-duck industry. At the same time one of the issues that is recently becoming of more and more concern is that most of the Russian pulp and paper producers still use out-dated technologies, deterioration level of the operating facilities being extremely high. Non-advanced technologies applied are unable to ensure product quality required to satisfy the world standards, which makes the Russian pulp and paper sector a raw material (pulp) exporter. Moreover, due to outdated technologies many paper products, which could ensure a large share of import-substitution, cannot be produced in the country. Market situation is constantly changing especially today under the conditions of the world economic crisis.
